The Housing Fund of the Republic of Slovenia will purchase apartments that are currently occupied by tenants, most of whom are over 50 years old and who were or are still employed at the Velenje coal mine. The contract between the Housing Fund of the Republic of Slovenia and the Ministry was concluded on 20 May 2026, and the text of the purchase and sale agreement between the Housing Fund and the Velenje Coal Mine is currently being prepared.
The aim of the operation is to preserve and strengthen the public rental housing stock and to ensure affordable, safe and high-quality living conditions for existing and future tenants. The Housing Fund is still continuing its activities to take over apartments and tenancy relationships.
The operation is included in the European Cohesion Policy Programme 2021-2027, under the priority Restructuring of Coal Regions and the specific objective of the Just Transition Fund. The project is consistent with the strategic guidelines of the Regional Just Transition Plan SAŠA and the Regional Development Program SOCIAL SAŠA, which emphasize the importance of affordable housing in the period of coal mine closure and the transformation of the regional economy.
The purchase of apartments will ensure long-term stability of rental relationships, protection of socially vulnerable groups and creation of conditions for young people and young families. The project thus strengthens the social security of residents and represents one of the key support measures in the process of just transition.
